IDP Bylaw Approvals

Please be advised that the Councils of Cypress County, the Town of Redcliff and the City of Medicine Hat have each passed first reading and will be holding a joint public hearing at the above-noted date, time and location for the following bylaws:

  • Town of Redcliff Bylaw #1898/2020 - being the adoption of the Tri-Area Intermunicipal Development Plan (IDP)
  • Cypress County Bylaw # 2020/03 - being the adoption of the Tri-Area Intermunicipal Development Plan (IDP)
  • City of Medicine Hat Bylaw #4605 - being the adoption of the Tri-Area Intermunicipal Development Plan (IDP)

The proposed IDP is a statutory plan jointly developed by the Councils of the three municipalities. The purpose of the IDP is to provide for land use planning cooperation between the municipalities. The IDP addresses a number of key planning issues on lands in proximity to municipal boundaries such as identifying areas that are appropriate for specific types of development and land uses, examining future growth potential, protecting the natural environment, and creating policies to deal with subdivision and development. The IDP boundary is shown in the attached map. The IDP also provides policy direction that requires consistency with, and changes to the Town, County and City Municipal Development Plans.

Public Hearing Submissions

Each Council in session will consider any oral or written submission from interested persons or groups wishing to speak for or against the proposed bylaws noted above. Unless otherwise allowed by the Chair, oral submissions will be limited to 5 minutes.

Recent changes to the Municipal Government Act (MGA) require that IDPs be consistent with an Intermunicipal Collaboration Framework (ICF). An ICF identifies services provided by and shared between municipalities. The ICF is currently being prepared, and along with the updated IDP, is required to be in place by April 1, 2020.

An IDP recognizes that municipalities are stronger together by encouraging and creating awareness for regional opportunities, strengthening municipal relationships, and encouraging mutual success for Medicine Hat, Redcliff and Cypress County.
